When the destination country has not joined the Hague Convention, a French document generally has to be legalized: its signature is first authenticated in France, then the document is presented to that country's embassy or consulate, which adds its own legalization.

Since 1 September 2025, legalization of French public documents has been handled by notaries instead of the Foreign Ministry's legalization office. Each embassy then has its own requirements (forms, appointments, prior translation, consular fees). All countries that are not party to the Apostille Convention and with which France has no exemption agreement — for example the United Arab Emirates, Qatar, Kuwait, Vietnam or Thailand. The list changes: we always check the current situation.
